asked the Secretary of State for Foreign and Commonwealth Affairs what percentage of the registered electorate voted in the recent urban area district board elections in Hong Kong; and whether he will make a statement on the performance of the district administration scheme.

Approximately 35 per cent. of the registered electorate voted in the urban area district board elections on 23 September. The 18 district boards provide effective and systematic channels for public participation in the management of local affairs, and have facilitated communication between the central authorities and local people on a wide range of matters affecting their welfare.
