§ Mr. RifkindApproximately 35 per cent. of the registered electorate voted in the urban area district board elections on 23 September. The 18 district boards provide effective and systematic channels for public participation in the management of local affairs, and have facilitated communication between the central authorities and local people on a wide range of matters affecting their welfare.
