asked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on the prospects for securing the withdrawal of foreign troops from Afghanistan.

There has so far been no sign of genuine willingness on the part of the Soviet Union to withdraw its forces from Afghanistan, which we regard as the key to a resolution of this protracted crisis. On 29 November, the United Nations General Assembly again voted overwhelmingly for a resolution calling for the immediate withdrawal of foreign forces from Afghanistan. It remains up to the Soviet Union to respond to this clear call from the international community.
