asked the Secretary of State for Scotland what is the latest position on the contracting-out of New Town Development Corporation functions; and if he will make a statement.

Mr. Younger

Under the Local Government Planning and Land Act 1980 and its associated regulations development corporations are required to put certain types of work out to tender where the cost of the work exceeds a specified amount. In addition, the Government expect development corporations when commissioning any work to consider all the options, including contracting-out, in order to ensure that the most effective use is made of available financial and manpower resources.
