§ Sir George YoungAs at May 1982 it is estimated that just over 1.3 million council house tenants in England and Wales were receiving rent rebate. From April 1983 rent rebates are to be subsumed in housing benefit. The housing benefit scheme—including any forecast of recipients—is the responsibility of my right hon. Friend the Secretary of State for Social Services.
