§ Lord EltonThe new chief inspector has had a long and distinguished career in the Colonial and Diplomatic Services with wide administrative and managerial experience. My right honourable friend concluded that he was well fitted to bring an independent judgement to bear on the conditions of the prison system, as envisaged by the report of the May Committee.
