§ Mr. David HowellI have carefully reviewed the case for the retention of the TSG system for England. I am satisfied that in present circumstances there are strong arguments in favour of retaining it, and I shall shortly be inviting county councils to submit for my consideration their transport policies and programmes for 1983–84.
