§ Mr. Abse asked the Chancellor of the Exchequer what estimate he can make of the likely reduction in revenue in the financial year 1982–83 arising from the proposed changes in the rates of additional payments to be made by television programme contractors of the Independent Broadcasting Corporation in that year announced by the Home Secretary on 22 July.

§ Mr. Leon Brittan: For the percentage of gross income taken in income tax and national insurance contributions (at the contracted-in rate) for a married couple with two children where the husband alone earns the respective incomes specified, for the financial years 1978–79 to 1981–82.

§ It should be noted that the tax burden figures for 1978–79 only are affected by child tax allowances, which were phased out in April 1979 and replaced by child benefit which does not appear in the table.
§ A comparison of tax burdens for families with constant money incomes over a period of time when average earnings have risen substantially is not representative of the population as a whole, since the incomes of such families will have declined relative to the overall income distribution.
