§ Sir Keith Joseph:Not about permanent arrangements. But I have put proposals to the local authorities for ad hoc machinery which should improve decisions about the pattern of provision and the financing of advanced further education. I am glad to say that they have welcomed this approach and are collaborating with me to get work started.
