asked the Secretary of State for Defence what is the policy of Her Majesty's Government towards the sale of arms to countries where there is evidence of torture of political opponents.

Mr. Pattie:

Her Majesty's Government's general policy is to withhold approval for the export of arms to a country where there are serious abuses of human rights and where the equipment is, in our judgment, likely to be used for internal repression.
