181Winformation he has on the number of countries in Europe that permit the holding of referenda on the policies of local, as opposed to federal or national, elected councils; and if he will name them.
§ Mr. Rifkind:I have no detailed information on the position throughout Europe, but I understand that in Austria, Luxembourg, Sweden, Switzerland and West Germany at least, referendums may be held in certain circumstances at local level.
