§ Mr. Humphrey Atkins:The agreement has yet to be implemented. When my right hon. and noble Friend saw the Spanish Foreign Minister in New York in September, Senor Perez-Llorca reaffirmed his Government's commitment to the Lisbon agreement. I continue to hope that they will fulfil their undertakings without further undue delay.
