Mr. Golding

asked the Secretary of State for Social Services whether he will take steps to include young people engaged on the youth opportunities programme within the scope of the 1973 industrial injuries legislation.

Mr. Rossi:

Young persons participating in the youth opportunities programme are not entitled to industrial injuries benefit under the Social Security Act 1975 because they are not employed earners. But the Employment and Training Act enables the Manpower Services Commission to make analogous payments to trainees who sustain accidents or contract diseases in circumstances which would have attracted benefit under the industrial injuries scheme had they been employed earners.
