§ Mr. Frank Allaunasked the Lord Privy Seal if he will refuse to grant the Turkish Government £15 million aid so long as it is torturing political opponents.
§ Mr. Humphrey Atkins:The Government continue to co-operate with Turkey on the basis of the statement issued by the Foreign Ministers of the then Nine on 15 September 1980, the full text of which was given in a written reply to the hon. Member for Tottenham (Mr. Atkinson) on 18 May—[Vol. 5, c. 29]. The Turkish Government are aware of our concern about allegations of torture. They maintain that such allegations are fully investigated and, where appropriate, the culprits punished. Details of the loan agreement were given by my right hon. Friend the Member for Banbury to my hon. Friend the Member for Kidderminster (Mr. Bulmer) on 21 July—[Vol. 9, c. 78.]
