asked the Lord Privy Seal why the United Kingdom cast its vote in the way it did in the United Nations vote on the resolution on Angola.

Mr. Luce:

The United Kingdom abstention was consistent with our votes on previous resolutions relating to South African incursions into Angola. We made it clear in our explanation of vote that we supported the paragraphs deploring the incursion and demanding the immediate withdrawal of South African forces but that we were unable to accept the inclusion of language that could only detract from the efforts of the contact group to achieve an internationally recognised settlement on Namibia.
