asked the Secretary of State for the Home Department why he will not place the standard minimum rules for the treatment of prisoners on the syllabus of prison staff training courses.

Mr. Mayhew:

The Council of Europe standard minimum rules for the treatment of prisoners seek to set out what is generally accepted as being good principle and practice in the treatment of prisoners. The training of prison staff for the English prison service is specifically based on the prison rules and standing orders which embody the good principle and practice inherent in the Council of Europe minimum rules. Copies of the standard minimum rules are available for reference purposes in prison department establishments.
