Mr. John Grant

asked the Secretary of State for the Home Department if he will place in the Library a copy of his instruction to prison governors about reducing prison heating; on what basis he calculates that heating in prison establishments should be reduced by 14 per cent.; and what representations he has received from the Prison Officers Association and others about his instructions in respect of prison heating.

Mr. Mayhew:

A copy of the instruction—circular instruction 27/1980—was placed in the Library. That instruction referred to a 15 per cent. reduction on the previous year's total energy consumption being required in 1980–81 to contain energy costs within the cash limit. We have received no representations.
