Mr. Deakins

asked the Secretary of State for Defence if the Government will support within the North Atlantic Treaty Organisation the view of the United States of America that there should be full public discussion of the North Atlantic Treaty Organisation nuclear strategy in response to any military attack.

Mr. Blaker

The Government fully support all efforts to increase public understanding of NATO's strategy of flexible response and of the Soviet threat which it is intended to counter. This strategy requires the maintenance of adequate forces, both conventional and nuclear, in order to deter an attack at any level and thus to prevent war. It does not involve a concept of an automatic nuclear response to any military attack.
