asked the Secretary of State for Employment if he will introduce statutory measures to ensure that all workers in existing closed shops have the right to vote to end their closed shop agreement.

The Government's code of practice on closed shop agreements and arrangement advises that all closed shops agreements should be reviewed by employers and unions every few years, and that where employer and union favour the continuation of the closed shop a ballot should be held to test the opinion of employees.

The possibility of a legal requirement that all closed shop agreements be subject to a periodic review of support among the employees they cover is one of the issues discussed in the Green Paper "Trade Union Immunities", on which the Government are seeking views by 30 June.
