§ Sir Ian GilmourSince substantive talks resumed on 16 September 1980, Dr. Waldheim has submitted reports containing accounts of them to both the General Assembly and the Security Council—United Nations documents A/ 35/659 of 25 November 1980 and S/14275 of 1 December 1980 respectively. In both, he noted that discussions had been constructive, but progress slow.
