asked the Secretary of State for the Home Department what rules govern the administration of medical treatment to prisoners in Her Majesty's prisons.

Prison rules make the care of the mental and physical health of prisoners the responsibility of the medical officer. Medical treatment is administered under the instructions of the doctor concerned, who has complete clinical freedom and is subject to the same ethical code as doctors working outside prison.
