Mr. Kilroy-Silk

asked the Secretary of State for the Home Department, further to the reply given to the hon. Member for Ormskirk, Official Report, 13 November 1980, c. 355. if, in view of the fact that some prisoners are continuing to have difficulties in obtaining access to the Prison Rules 1964 and amendments thereto, whether he will take action to ensure that all prison governors and staff are aware of, and comply with , the requirement that the rules should be accessible.

An instruction was sent to all governors last month.
