Mr. Hooley

asked the Secretary of State for Education and Science (1) if he will issue a circular to local education authorities on the need to safeguard the autonomy of students' unions in technical, teacher-training and other colleges of higher education, in the light of the revision of the system of funding;

(2) what arrangements will be made to preserve the autonomy of students' unions in polytechnics in the light of the new system of funding;

(3) if he will propose arrangements to the universities to safeguard the autonomy of students' unions in the light of the new system of funding.

In announcing the new arrangements on 5 February 1980 my right hon. and learned Friend statedI would expect that within the requirements of these new arrangements institutions will continue to afford their unions freedom in the management of their affairs.
