§ Mr. Hooleyasked the Secretary of State for Education and Science (1) if he will issue a circular to local education authorities on the need to safeguard the autonomy of students' unions in technical, teacher-training and other colleges of higher education, in the light of the revision of the system of funding;
(2) what arrangements will be made to preserve the autonomy of students' unions in polytechnics in the light of the new system of funding;
(3) if he will propose arrangements to the universities to safeguard the autonomy of students' unions in the light of the new system of funding.
§ Dr. BoysonIn announcing the new arrangements on 5 February 1980 my right hon. and learned Friend stated
I would expect that within the requirements of these new arrangements institutions will continue to afford their unions freedom in the management of their affairs.
