Whether they will support the proposal made by the Indochina Governments for a conference with Asian Governments to discuss their problems, together with the proposal of the Vietnam Government that this should be followed by an international conference to confirm the decision made.
§ Lord CarringtonNo. We believe that the Cambodian problem has been caused primarily by the presence of a large Vietnamese army there. We prefer to approach a solution through an international conference called by the United Nations Secretary General in accordance with Resolution 35/6, overwhelmingly passed by last year's General Assembly.
