asked Her Majesty's Government:

Whether they will support the proposal made by the Indochina Governments for a conference with Asian Governments to discuss their problems, together with the proposal of the Vietnam Government that this should be followed by an international conference to confirm the decision made.

No. We believe that the Cambodian problem has been caused primarily by the presence of a large Vietnamese army there. We prefer to approach a solution through an international conference called by the United Nations Secretary General in accordance with Resolution 35/6, overwhelmingly passed by last year's General Assembly.
