asked the Secretary of State for Trade what are the main regulations governing the use of helicopters ever London; and if any exemptions from such regulations are allowed.

All aircraft are subject to the provisions of the Air Navigation Order 1980, SI 1980 No. 1965, and regulations made thereunder, including the Rules of the Air and Air Traffic Control Regulations 1981, SI 1981 No. 34. Rule 5, paragraphs 1(b) and 1(c) in particular make provisions with regard to flights by helicopters and paragraph 1(c)(ii) of rule 5 imposes restrictions on flights by helicopters over a wide area of inner London with the exception of the line of the River Thames. Paragraph 1(c) of rule 5 provides that the Civil Aviation Authority may grant permission in writing giving exemption from these restrictions, in accordance with any conditions specified by the authority.
