§ Mr. Geoffrey FinsbergNeighbourhood Energy Action may take advantage of the loft insulation grants—up to 90 per cent. for the elderly on low income and 66 per cent. for others—available under the homes insulation scheme. The rules are the same as those applying to applicants generally, principally that there must be no existing loft insultation in the dwelling concerned; approved materials must be installed to at least the stipulated thickness; and the approval of the local authority must be obtained before carrying out the work.
