asked the Secretary of State for the Home Department whether he will now seek to amend the Deer Acts 1963 and 1980 to prohibit the removal of antlers in velvet from feral deer other than by a qualified veterinary surgeon, except as first aid.

No. As explained in the answer to the hon. Member on 20 July, the Veterinary Surgeons Act 1966 (Schedule 3 Amendment) Order 1980 already prohibits anyone other than a qualified veterinary surgeon from removing antlers in velvet from live deer, except as first aid.
