§ Mr. WhitelawNo. As explained in the answer to the hon. Member on 20 July, the Veterinary Surgeons Act 1966 (Schedule 3 Amendment) Order 1980 already prohibits anyone other than a qualified veterinary surgeon from removing antlers in velvet from live deer, except as first aid.
