asked the Secretary of State for Transport whether, in view of the dangers of oil spillage from heavy lorries on roads, he will take steps to require the modification of filler caps to stop the danger of spillage.

The detailed design of filler caps is best left to manufacturers. However, it is already illegal to spill any oily substance from a vehicle in a way likely to cause injury or danger, and the security and condition of filler caps are also checked very carefully at the statutory annual test of goods vehicles.
