asked the Secretary of State for Scotland how many of the (a) regional authorities and (b) district councils in Scotland have designated access officers.

This responsibility has been assumed by building control authorities in Scotland. I understand that 48 of the 50 authorities which exercise building control functions have now designated access officers or have established a point of contact on questions of access for disabled people.
