asked the Secretary of State for Scotland if the finance working party has made any estimate of the likely loss in rate income by Central regional council if plant and machinery, including pipelines built in the open, is excluded from rates; and how he proposes to compensate Central region for such a loss.

No. It would therefore be premature to consider arrangements for compensating any authority.
