asked the Minister of Transport if he is satisfied that the new proposed system of penalties for driving a vehicle without a road fund licence or insurance will provide adequate penalties in view of the consequences which could result in damage to life and limb to third parties.

I believe that the number of points proposed in the Transport Bill for the offence of driving without insurance is appropriate, but I have undertaken to consider any views expressed by hon. Members on the relevant schedule in Committee. Tax evasion is a somewhat different matter, and I explained in my answer to my hon. Friend of 19 December that I intend to step up the existing system of enforcement of vehicle excise duty.
