asked the Secretary of State for Transport if he will give an undertaking that the Long Sutton and Sutton Bridge bypass will be completed before the recommendations of the Armitage report on heavy lorries are put into effect.

I have said that the Government will not take final decisions on the Armitage report before the House has had an opportunity to express a view. But, whatever decisions are eventually taken, it would not be practicable to make the timing of changes in national vehicle regulations dependent on the completion of a particular road scheme.

The Long Sutton and Sutton Bridge bypass is in the Government's main trunk road programme and work is proceeding on its preparation.
