asked the Secretary of State for Education and Science what additional expenditure on current cost levels he estimates will be involved in meeting (a) the full recommendations of the Warnock report and (b) those recommendations which the Government are willing to accept.

The Warnock report contains 225 recommendations, variously addressed to central and local government and professional groups, which, as the Warnock committee itself recognised, cannot because of their nature be costed in the manner implied by the question. The Government have announced their intention to introduce legislation this Session to reform the statutory framework of special education in line with the recommendations of the Warnock report and this will not of itself give rise to significant additional expenditure.
