asked the Secretary of State for Transport if he will give guidelines to highway authorities to discourage the practice of indiscriminate use of double yellow line regulations which discourage parking for shopping and entertainment and may undermine the revitalisation of city areas.

Mr. Kenneth Clarke

I consider that local highway authorities should be best placed to take local circumstances, including the effects on trade and commerce, into account when deciding upon traffic management measures for their areas. I do not believe that any guidelines we could devise centrally would make a worthwhile contribution.
