Mr. Sheerman

asked the Secretary of State for Transport when he intends to bring into operation section 19 of the Transport Act 1981 concerning disqualification for repeated offences.

Mr. Kenneth Clarke

We expect the provisions contained in section 19 of the Transport Act 1981 to be brought into effect in the autumn of next year.

asked the Secretary of State for Transport when he intends to bring into operation section 25 of and schedule 8 to the Transport Act 1981 regarding new provisions as to offences relating to alcohol and drugs.

We aim to bring these provisions into operation towards the end of 1982.

asked the Secretary of State for Transport when he intends to bring into operation section 26 of the Transport Act 1981 concerning the increase of penalty for failure to stop and so on.

The Transport Act 1981 (Commencement) (No. 2) Order 1981 (SI 1981 No. 1617) brought section 26 of that Act into effect on 1 December.

asked the Secretary of State for Transport when he intends to bring into operation section 32 of and schedule 10 to the Transport Act 1981 regarding road humps.

I do not expect the road hump provisions to be brought into force until the regulations prescribing the requirements for road humps are laid before Parliament. This will be some time next year.

asked the Secretary of State for Transport when he intends to consult representative organisations on the form of the regulations to be made under section 90C(5) and 90D of the Highways Act 1980 and paragraphs 6(5) and 7 of part n of schedule 10 to the Transport Act 1981 concerning road humps and to lay such regulations before Parliament.

Our draft regulations for road humps are now in preparation. This is a complex task which involves breaking new legislative ground but I hope the draft may be ready for circulation early in 1982.
