§ Mr. William SheltonSections 18 and 19 of the Education Act 1944 and section 2 of the Education (No.2) Act 1968 apply in respect of appointments under instruments of government dated before 1 July 1981. In the case of subsequent instruments, section 2 of the Education Act 1980 applies. The Department's circular 4/81 gave guidance on the desirability of appointing governors drawn from the broad community served by a school.
