§ Mr. Arthur Lewisasked the Secretary of State for the Home Department why, in view of the growing incidence of rape and the offence known generally as mugging, he 84W will not permit the carrying, particularly by women, of spray phials of dyes and deterrents on a licence basis; and whether, in view of the potential assistance to the police in tracing offenders, he will review his policy.
