§ Mr. Neil MartenIn 1979 and 1980 the bilateral programme accounted for 72 per cent. and 70 per cent. respectively of total gross public expenditure on overseas aid. It is estimated that four-fifths of the 1979 bilateral programme, excluding technical co-operation, was tied to British goods and services. Figures for the degree of tying in 1980 are not yet available.
