§ Sir Ian GilmourHer Majesty's Government, together with the Governments of France and the United States, continue to favour the immediate release of Hess on humanitarian grounds. My right honourable and noble Friend wrote to the Soviet Foreign Minister in September 1979, but no change in the USSR's negative position resulted. The allied authorities have since approached the Russians at official level, but also without success.
