asked the Secretary of State for Scotland if, in view of the level of youth unemployment, he will take steps to introduce a pilot scheme in Strathclyde region to give educational awards to young people over 16 years with the object of removing the financial barrier in the way of youngsters from low income families remaining on at school.

No. Education authorities already have discretionary powers under the Education Authority Bursaries (Scotland) Regulations 1978 to give awards to young people over 16 years of age who remain in full-time education.
