Mr. Morgan

asked the Prime Minister whether she will take steps to ensure that, in all consultative and policy-making documents affecting local government in Wales issued by the Department of the Environment, the fullest reference will be made to all consultations held with, and views expressed by, the Welsh Office, on the issue under consideration.

No. While the Welsh Office is, of course, consulted on all such matters and its views taken into account before policies are formulated, it has never been the practice for details of such consultations to be published.
