§ Lord BELSTEADThe term "certain United Kingdom passport holders mainly from East Africa" in paragraph 27 of Cmnd. 7987 was intended to cover those applying for special vouchers in certain countries in Africa where United Kingdom passport holders have been under pressure to leave and those applying from elsewhere having previously had some connection with East Africa.
