§ Mr. RaisonThe annual global quota of special vouchers was set at 1,500 in 1968. On 2 June 1971 it was increased to 3,000, and at the same time an additional once-and-for-all allocation of 1,500 was made for issue over a period of six months. With effect from 3 May 1972 the annual global quota was raised to 3,500 to allow for a limited issue of vouchers to United Kingdom passport holders in India and a further increase to 5,000 was announced on 6 February 1975.
The number of vouchers issued in each year between 1968 and 1979 was as follows:
