§ Mr. John MooreThe Government have not set quantified conservation targets, as they do not believe they would be useful. They are, however, confident that their conservation policies provide the right incentives to more efficient energy use throughout the economy. It is not possible to quantify savings achieved specifically within the domestic or industrial sectors, since these are difficult to disentangle from other factors.
