asked the Lord Privy Seal what proposals he has for the urgent negotiation of prisoner transfer treaties, especially in accordance with the European convention on repatriation of prisoners.

Mr. Hurd

The United Kingdom is not a party to the 1970 Council of Europe convention on international validity of criminal judgments which provides for the transfer of prisoners, but we are joining in further discussion of the subject in the Council of Europe.

Agreements with other countries would depend on legislation to enable effect to be given to them here. The Government will be considering whether they will introduce such legislation in the light of comments on the report of the interdepartmental working party on repatriation of prisoners.
