§ Mr. Kilfedderasked the Secretary of State for Northern Ireland when planning permission was granted for the building of houses at Manse Road and Manse Green, Newtownards; and what evidence was available at the time to the various bodies concerned under the planning Acts, about the possibility of flooding.

Outline planning permission was however granted on 7 March 1973 by the former planning authority, the Newtownards borough council.
