asked the Secretary of State for Scotland what changes have been made to cash limits for 1980–81 within his responsibility since those announced in July 1980.

The following agreed changes to cash limits within my responsibility since that time are subject to Parliamentary approval of the necessary Supplementary EstimateRoads and Transport Services (Scotland) (Class VI Vote I) Change + 3.260 Revised Limit £101.406 million

This increase will take account of the agreement I have reached with my right hon. Friend the Secretary of State for Trade that I should accept responsibility for the payment of grant to the Civil Aviation Authority towards the operation of its aerodromes in the Highlands and Islands. Because of the transfer of responsibility there will be a reduction of £2.000 million in the Department of Trade's shipping and civil aviation services cash limit Class VI, Vote 7 for 1980–81 to £67.064 million. The balance is being met from unallocated provision in the Scottish programme. Law, Order and Protective Services (Central Support and Other Services) (Class IX Vote II) Change -0.013 Revised Limit £48.297 million.

The change to the revised cash limit of £48.310 million previously announced is required partly because the final out-turn in 1979–80 differs from the provisional out-turn and partly because I have agreed exceptionally to absorb part of the consequential reduction in 1980–81 for the overspend in 1979–80 on the Administration of Justice: Law Charges (Scotland) Vote (Class IX Vote 14) which is the responsibility of my right hon. and noble Friend the Lord Advocate.

A change in the cash limit covering other agricultural services and fisheries (Scotland) and herring industry is being announced today by my right hon. Friend the Minister of Agriculture, Fisheries and Food in an answer to the hon. Member for North Fylde (Sir W. Clegg). A change has also been made to the Manpower Services Commission (Scotland) cash limit and this was announced by my right hon. Friend the Secretary of State for Employment on 12 November.—[Vol. 992, c. 185–6.]
