asked the Secretary of State for the Home Department if he will introduce legislation to provide that the total cost of police protection in connection with sporting activities shall be borne by the governing body of the sport concerned.

No. Some of the costs incurred in policing major sports events stem from the general duty of the police to preserve law and order in public places. Other costs are borne by those who ask for the provision of special police services.
