§ Miss Fookesasked the Secretary of State for Northern Ireland if he is intending to allow any exemptions from the payment of dog licences under the scheme announced on 14 January.
§ Mr. Giles Shaw[pursuant to his reply, 16 May 1980. c. 684]: Yes It .is intended that the proposals, which should be published as a consultative document within the next few months, will include an exemption from licensing in the case of guide dogs for the blind. In addition, people over the age of 65 living alone will be entitled to a half-rate licence, while a concession in the form of a block licence will be available to certain categories of multi-dog owner.
