§ Mr. TebbitAs the hon. Gentleman knows, implementation of the recommendations492W of the report has been delayed by objections raised by the Governments of the countries in which most of the seamen concerned are domiciled. If either side of the shipping industry has any suggestions for solving the problem the Government would be prepared to discuss them.
