Mr. John Townend

asked the Secretary of State for Employment what is the total number of staff employed to service the Clegg Commission; how many are full-time; how many are part-time; what is their status; and what is his estimate of the annual cost to public funds of the commission.

The Standing Commission on pay comparability is serviced by the Office of Manpower Economics (OME) which also services a number of other bodies. Nine staff work full-time and one part-time on the commission's work. They are all civil servants. The commission also uses the statistical and other general supporting services of the OME. In the year ending 31 March 1980 the estimated cost of the commission, including that part of the OME's work clearly attributable to it, was about £700,000. This includes work undertaken by management consultants and the Civil Service pay research unit on the commission's behalf.

asked the Secretary of State for Employment if he will detail the number of references which have been made to the Clegg commission, stating the terms of reference for each, since its inception.

Mr. Jim Lester

References have been made to the commission in respect of 27 groups of workers. The terms of reference for those groups on which the commission has already reported are set out in the published reports, copies of which are available in the Library of the House. I am also placing in the Library copies of the terms of reference for groups who are still awaiting reports.

asked the Secretary of State for Employment how many references to the Clegg commission are pending, no report having been made.

The commission has references outstanding on 13 groups of workers.
